Requirements

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level l certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: Formulating budget and cost estimates, presenting and defending budget estimates, and evaluating budget requests.

Major Duties:
The work is concerned with the performance of functions such as: formulation of budget and cost
estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations and expenditures. Work may include development, determination, and interpretation of budgetary policies and practices.
Work includes analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Clear understanding of funding requirements as it pertains to funding documents and funding controls.
Responsible for the administering of all key performance indicators (KPls) reports to ensure all commitments, obligations, expenses, and payments are accurate in regards to Financial Information Pointer (FIP) data and Lines of Accounting (LOAs) as well as the appropriateness of documentation.
Incumbent will process adjustments to transactions as necessary. KPIs consist of Unliquidated Orders (ULOs), Negative Unliquidated Orders (NULO), Pre-validation, Unmatched Disbursements (UMDs), Error correct (PRTError), and Outstanding Travel Orders/Advances (OTOs/OTAs). Resolves procedural problems relating to input and output for the Standard Accounting, Budgeting, and Reporting System (SABRS) feeder systems Procurement Request Builder (PRbuilder), Wide Area Work Flow (WAWF) suite, Defense Travel System (DTS), Government Charge Purchase Card
(GCPC), Electronic Document Access (EDA), Invoicing, Receipt, Acceptance and Property Transfer (iRAPT), General Services Administration (GSA) Servmart, and Global Combat Support System, Marine Corps (GCSS-MC).
A variety of other fiscal, accounting, or financial management duties and responsibilities may also be performed by incumbents of this position.
