About the Position: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Materiel Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties
Serves as a Supply Management Specialist for medical equipment and standard and/or non-standard; Class VIII durable, expendable/non-expendable medical supplies in the Property Book Branch.
Ensures accurate accounting and reporting of non-expendable, expendable and durable property in the Defense Medical Logistics Standard Support (DMLSS) system and performs property management under the guidance of the Property Book Officer (PBO).
Serves as Billing Official/Approving Official and manager of all credit card orders utilizing simplified acquisition, contracting and electronic commerce procedures to acquire required medical and/or non-medical supplies and equipment.
Maintains the Life Cycle Replacement Program using DMLSS reports in conjunction with equipment life expectancy data and maintenance changes for forecasting equipment replacement.
Assists in creating training material (desktop SOP) for USAMRIID on approved logistics automated systems (DMLSS, Logicole) and transaction documentation management.
Serves as a Financial Liability Investigations of Property Loss (FLIPL) manager and administers the FLIPL Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain Secret Security Clearance.
Qualifications
USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
SPECIALIZED EXPERIENCE: One year of specialized experience which includes: (1) Experience purchasing, receiving, distributing, maintaining, and disposing of property, supplies, and/or equipment; (2) Experience utilizing medical automated property book systems to account for property, supplies, and/or equipment, such as the Defense Medical Logistics Standard Support (DMLSS) system; AND (3) Experience utilizing a credit card to purchase supplies, equipment, and/or services in accordance with regulation, policy, and standard operating procedure requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
