About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 704TH MI BRIGADE OFFICE OF THE COMMANDER FORT MEADE, MD.
Duties
As Intelligence Contingency Fund (IFC) Class A Agent, serves as senior specialist and primary resource for organization wide IFC budget administration, budget formulation, and budget execution.
Interprets federal, DOD, DFAS HQDA, and INSCOM regulations, policies and guidelines that govern use of FCIP and OMA funds for TDY, purchase of goods and services.
Certifies availability of allocated funds. Analyzes past and current spending trends and provides oral and written analyses to Commander, subordinate commanders, and staff.
Performs financial administration oversight, budgetary, and accounting functions for IFC and related programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Temporary Duty (TDY) Travel may be required 10% or less of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
