You will serve as an Acquisition Program Specialist in the Command Operations Department, Acquisition/ Procurement Division of FLEET READINESS CENTER SOUTHWEST. This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as the Contracting Officer's Representative (COR) with responsibilities for participating in the planning, controlling, and administering of assigned program elements/resources in connection with the assigned areas. You will perform a range of duties relating to the preparation of required acquisition documents, analysis, formulation, presentation, and execution of contracts. You will analyze internal and external data to identify and explain any deviations from the pre-established obligations and expenditures. You will provide support to the senior Acquisition Program Specialist on all aspects of contractual realms. You will use the Government Commercial Purchase Card to acquire authorized supplies or services.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must include the following: 1) Drawing conclusions and making recommendations by analyzing facts and conditions, and making comparisons of contract price and cost analysis; 2) Planning, directing, controlling, and administering assigned program resources in connection with the assigned areas; 3) Preparing required acquisition documents, analysis, formulation, presentation, and execution of contracts; and 4) Utilizing experience with report writing techniques to present factual information clearly and to draft simple contract provisions and supporting documentation. GS-09: I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must include the following: 1) Drawing conclusions and making recommendations by analyzing facts and conditions, and making comparisons of contract price and cost analysis; 2) Assisting with preparing required acquisition documents, analysis, formulation, presentation, and execution of contracts; and 3) Utilizing experience with report writing techniques to present factual information clearly and to draft simple contract provisions and supporting documentation. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 Education:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

GS-09 Education:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
