The primary purpose of this position is to improve the quality, efficiency, and effectiveness of administrative operations within the Safety Service by assisting the Chief of Service with administrative duties. This position administratively supports a diverse array of clinical services with the primary responsibility of ensuring efficient daily operations.

Duties

The Administrative Officer (AO) functions with a high degree of autonomy, independently providing key support to the Chief of the Service and supporting the staff within Safety Service in day-to-day administrative support. The incumbent is uniquely qualified to serve in this role because of the combination of business management, technological knowledge, administrative skills, and routing to a wide spectrum of clinical and admirative services within the Saginaw VAMC and VISN10. Duties include but are not limited to: Conducts annual review and updating of position descriptions, functional statements and prepares organizational charts and functional structure for review. Prepares justifications and requests to both Position Management and Strategic Planning committees for Operational planning and recruitment. Coordinates with related services for maintaining building operations including lease management, business operations, tracking maintenance requests, timely communications, and adjusting operations during changes in resources such as emergency outages, equipment issues, or other duties as assigned. Conduct ongoing preparatory planning, compliance reviews and audits in conjunction with the Chief, Safety Service to assist in ensuring the sections are operating at optimum effectiveness/efficiency and is in compliance with all applicable laws, rules, regulations, directives and procedures of the VA, The Joint Commission, Office of Inspector General (OIG), Commission on Accreditation of Rehabilitation Facilities (CARF) and other regulatory bodies. Responsible for administrative routing of Safety Service directive, policies, and information as it relates administrative coordination with other services. Investigates Safety Service complaints, unusual incidents, or incident reporting to appropriate departments, Veterans, VISN or VACO. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and prepare reports for internal and external stakeholders Develop the budget for recurring expenditures to support service operations Identify areas for process improvement and process redesign initiatives OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. You must submit your transcripts to show you meet the education requirements. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the next lowest grade level. GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conduct research and compilation of data from diverse sources Develop metrics to measure and analyze program functioning and success Conduct ongoing preparatory planning, compliance reviews, and audits. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. You must submit your transcripts to show you meet the education requirements. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the next lowest grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands for this include mostly administrative tasks. The position is located in a busy office environment with possibly a shared office. It requires sitting, walking, bending, and carrying light items (usually 30 lbs. or less). This position supports services in other areas of the facility so does entail daily walking and steps or ramps to obtain and deliver documents. He/she is expected to appear professional, controlled, and tactful during encounters throughout the facility. The incumbent needs to be approachable to Veterans, families, and other staff members. This position requires the incumbent to travel by government vehicle to CBOC and Saginaw locations as a regular and reoccurring part of their duties (valid driver's license required).
