This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as an Logistics Management Specialist, GS-0346-12 in Army Futures Command (AFC), U.S. ARMY FUTURES & CONCEPTS CENTER REQUIREMENTS DIVISION.
Duties
Identifies, documents, and prioritizes gaps in Army Maintenance and writes and reviews Army Maintenance Joint Capabilities Integration and Development (JCIDS) Requirements Documents to mitigate those gaps.
Ensures Joint Capabilities Integration System (JCIDS) supporting documents such as Contingency Operations, Analysis of Alternatives, Cost Benefit Analysis, and Life Cycle Support Plans are accurate and complete.
Assesses practical implications of information contained in published materials in order to develop workable concepts and/or capability gap solutions.
Defines and documents capability gaps, operational requirements, Operations and Organization, analysis of DOTMLPF and other alternative solutions for performing Ordnance Core Competencies.
Performs duties relating to the total life cycle management, type classification, materiel release, support and sustainment of military materiel.
Provides oral and/or written correspondence as well as advice, assistance, and technical guidance to subordinates and senior leadership.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
- The incumbent must be able to travel overnight and operate a government vehicle or rental vehicle while traveling.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience:One year of specialized experience which involves: 1.) Providing technical advice on Ordnance Maintenance, 2.) Developing logistics operational requirements, i.e., doctrine, training, organizations, materiel, relating to Ordnance Maintenance, 3) Writing capability development documents using systems such as the Joint Capabilities Integration and Development System (JCIDS) and 4). Researching and preparing written/oral reports and briefings.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
