Duties
Provides subject matter expertise, administrative analysis, and program administration functions in support of the automated time/labor management system utilized by all NAF managers and Army NAF employees worldwide. Conducts research and develops IMCOM guidance, operating procedures, and strategic plans in the application of Army NAF pay policies and regulatory compliance as they relate to the use and administration of the automated system. Provides on-going evaluation of system functionality, problematic issues, enhancements, and user satisfaction to determine feasibility and future needs of the organization. Provides formal briefings and written reports to senior leaders.
Serves as Contracting Officer Representative (COR) in providing oversight and assessment of the administrative aspects of contractor performance through periodic reports.
Acts as account administrator, assignment manager, and appointing officer for Garrison local admin users and maintains systems access approval documentation. Processes inquiries and complaints from the field and resolves issues in coordination with the contract system support desk.
Assists in the development of annual and long-term objectives, goals, and concepts and executes program objectives. Develops and monitors fiscal year program budget.
Assists with internal review and audit processes to ensure operational effectiveness and efficiency, accurate reporting, and compliance with laws, regulations and policies.
Serve as Information System of Owner (ISO) for NAF Time and Attendance System. Maintain system record in Army Portfolio Management System (APMS) and Enterprise Mission Assurance Support Service (eMASS.) Responsible for functional operation requirements and data input within the IT environmental. Work with G9 Technology Serves on initial Authority to Operate (AO) approval, ongoing assessments of security controls, updating risk assessment, determining mitigation steps, and obtaining AO concurrence with IS eMASS package.

Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
1. Demonstrated skill in applying evaluative methods to gather information, integrate data, and review processes needed to make recommendations and assess effectiveness of an automated system from a non-technical/administrative standpoint.
2. Experience researching regulations, policies, and other references to advise management and provide administrative guidance to users at various levels of knowledge and expertise.
3. Experience in budget formulation and execution.
4. Demonstrated skill in verbal and written communications needed to conduct briefings and presentations, present facts, and provide courses of action.
In addition to the above, highly-qualified candidates will possess the following:
1. Experience providing guidance related to payroll processes for various pay schedules.
2. Demonstrated practical knowledge of regulations and pay policies affecting employee wages.
3. Experience troubleshooting issues and assisting customers in the use of automated systems for time and labor management.
