You will serve as an IT SPECIALIST (NETWORK/INFOSEC) in the Network Defense Branch (10916), Information Technical (IT) Infrastructure and Operations Division (1091), in Information Technology & Cyber Security Office (ITACS) (109) of NORFOLK NAVAL SHIPYARD.
Duties
You will manage networks, and associated infrastructure/components, to includes, but is not limited to, defining requirements, maintaining updated network architecture and infrastructure drawings.
You will serve as subject matter expert understanding network traffic analysis and network security architecture and principles for network defense related projects to identify and specify requirements that meet the overall needs of the organization.
You will implement required lifecycle maintenance for hardware and software within the Branch’s area of responsibility.
You will document and perform actions in support of asset inventory, system evaluations, audits, reviews, or inspections.
You will participate as a subject matter expert in the analysis, planning, and evaluation of network security systems, infrastructure, and service delivery.
You will develop associated procedures; continuous monitoring of capacity and performance; performing scanning and applicable patching; troubleshooting; and proposal and implementation of improvement initiatives.
You will plan, develop, install, administer, and support upgrade/modernization for various IT network equipment and technology to include, but is not limited to firewalls, Virtual Private Networks (VPNs), and Demilitarized Zones (DMZs).
You will develop and implement procedures and guidelines to govern quality control and assurance of IT production operations.
You will document changes in configuration, securing authorization, and implementing changes, via approval process to support installation, maintenance and decommissioning of IT equipment and capabilities at NNSY cognizant off-site locations.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area DCWF level INTERMEDIATE within 12 months of appointment.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position requires rotating shift work.

Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Expert knowledge in applying networking concepts, principles, practices, procedures, network cryptography, firewalls, firewall rules, data/traffic flows, and operational requirements, identifying, isolating and alleviating local area network errors.
Extensive knowledge operating Open Systems Interconnection (OSI) Layers-1, 2, 3, and 4, routing and switching protocols, and multicast routing and switching protocols.
Extensive knowledge applying IT security principles and methods to include firewalls, proxies, intrusion detection systems (network and host-based), packet filtering, and Layer-2, 3, and 4 network segregation; operation, configuration, and troubleshooting; routing protocols (Border Gateway Protocol (BGP), Open Shortest Path First (OSPF), routing policy, Multiprotocol Label Switching (MPLS), multicast router and network security, VPNs, and Internet Protocol version 6 (IPv6).
Expert in planning and coordinating the installation and maintenance of new products working closely with customer to ensure seamless implementation, resolving installation and system failure problems, identifying and mitigating security risks, and maintaining IT equipment integrity and availability.
Experience applying IT security principles and methods, analytical ability and communication techniques sufficient to update the shipyard's disaster recovery plans to respond to new security requirements and be able to advise and present plans to IT management for review and approval.
Excellent with communication skills, and excellent analytical skills and an ability to interface effectively with senior management and diverse user groups to include oral/visual presentations.
GS-11

Experience applying networking concepts, principles, practices, procedures, network cryptography, firewalls, firewall rules, data/traffic flows, and operational requirements, identifying, isolating and alleviating local area network errors.
Experience interfacing effectively with senior management and diverse user groups to include oral/visual presentations, using analytical skills.
Experience knowledge applying IT security principles and methods, analytical ability and communication techniques sufficient to update the shipyard's disaster recovery plans to respond to new security requirements and be able to advise and present plans to IT management for review and approval.
Experience operating Open Systems Interconnection (OSI) Layers-1, 2, 3, and 4, familiarity with routing and switching protocols, and multicast routing and switching protocols.
Experience planning and coordinating the installation and maintenance of new products working closely with customer to ensure seamless implementation, resolve installation and system failure problems, identify and mitigate security risks, and maintain IT equipment integrity and availability.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
