You will serve as an IT Cybersecurity Specialist (INFOSEC), Division Cyber Lead, in the Cybersecure Hull Mechanical and Electrical (HM&E) Controls and Networking Department 501 with Naval Surface Warfare Center, Philadelphia Division
(NSWC PHILA DIV).
Duties
You will serve as the recognized technical authority for the organization in the Risk Management Framework (RMF) process for Platform Information Technology (PIT) control systems and Defense Business Systems (DBS).
You will manage, coordinate, direct, and oversee the execution of RMF projects that can span multiple Divisions within the Department.
You will provide technical expertise and authoritative advice concerning their technical specialty to personnel.
You will provide cybersecurity process and technical leadership across divisions in the technical areas of surface ship machinery information, sensors and control systems; mission critical networks; steering and integrated bridge/navigation systems.
You will participate in conferences and meetings with other specialists in the field, to keep abreast of the latest Department of Defense (DoD) and Department of Navy (DoN) cybersecurity policy.
You will make presentations and technical reports describing objectives, procedures, and results of risk assessments.
You will represent the division at meetings and program reviews to keep abreast of issues impacting projects.
You will develop, maintain, and brief RMF project schedules; interprets, disseminates, collects, and consolidates cybersecurity data calls and Requests for Information (RFIs).
You will review vulnerability assessments such as Assured Compliance Assessment Solution (ACAS) and Security Content Automation Protocol (SCAP).
You will review, develop, and recommend changes to Plan of Action and Milestones, and maintains system artifacts in Enterprise Mission Assurance Support Service (eMASS) in accordance with business rules.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461- System Security Analyst level Advanced within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative and technical control of the Cybersecurity/Cyber compliance requirements of IT systems, networks and data; Risk Management Framework (RMF) process and experience in planning, executing, or monitoring one or more RMF projects.
Examples of Qualifying experience: developing or implementing activities designed to optimize, protect, and restore IT systems, services, and capabilities; utilizing IT security tools and procedures to protect assets; evaluating systems' compliance with IT security requirements; providing advice and guidance on IT security policies and procedures; conducting system validation and accreditation reviews.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
