You will serve as a Navigation Technical Project Lead within the Ship Navigation Systems and Navy Electronic Charting Display and Information System (ECDIS) Controls Branch (541) in the HM&E Ship Control, Navigation and Networks Systems Division (54), Cybersecure HM&E Control Systems & Networks Department (50), Naval Surface Warfare Center, Philadelphia Division, Philadelphia, PA (NSWC PHILA DIV).

Duties

You will formulate and define overall mission and project objectives/requirements, presents and supports proposals for pioneering technology efforts, and provides authoritative advice at the highest level of management. You will serve as an advisor and consultant for the design, testing, evaluation, and research and development support of naval shipboard navigation distribution systems. You will provide the strategy for the design and testing of new navigation data distribution and display concepts. You will conceive, propose, plan, direct, and manage a wide range of projects for the analysis, design, development, and maintenance of navigation distribution systems. You will provide advice, consultation, and review services to all levels of Navy and NSWCPD management and technical personnel, to NAVSEA, naval activities, government agencies, and contractors. You will provide navigation distribution analytical expertise to resolve critical problems or develop new approaches or methods to enhance the fleet. You will keep abreast of the state of-the-art through attendance at conferences and meetings, and through contacts with other specialists in the field. You will conduct and direct independent investigative and/or experimental efforts intended to advance state-of-the-art in navigation data distribution and display technologies. You will conduct or oversee test and evaluation and research and development efforts for navigation distribution systems and components installed at internal test sites and external integration and certification sites, as well as aboard ships You will study and investigate present and future performance requirements of cognizant equipment and systems in order to advance navigation technology. You will plan and conduct specific facility and/or field experiments, analyzes and interprets test results and data, and justifies all recommendations for further research, or for pursuit of various developmental efforts. You will identify and pursue new areas of involvement and/or opportunity where NSWCPD could enhance capabilities or assume/extend our responsibilities. You will prepare technical reports outlining program responsibilities, approaches, and Plans Of Actions and Milestones and recommend methods to evaluate progress. You will provide technical assistance to NSWCPD code 541 for developing a coordinated and corporate approach for accomplishing technical requirements established by the department and/or directorate. You will develop and implement in-house instructional programs to advance the expertise of branch personnel in new analytical procedures, techniques and equipment. You will maintain current and comprehensive knowledge of navigation distribution and display advanced technology, characteristics, limitations, and potential applications in shipboard systems/environments. You will review new acquisition and modernization program navigation system designs. You will direct the efforts of others, presents, justifies, and defends the Directorate and/or Division position on important issues; resolves conflicts or arranges scientific and engineering compromises. You will assign, direct, and review the efforts of other engineers and scientists and of support personnel as required by assigned tasks. You will prepare proposals, reports, correspondence, presentations, and documentation on all aspects of navigation system technology, development, use, and analysis as required by assigned tasks.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 632 level ADVANCED (A) within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Delivering IT products and services to customers, in accordance with IT and cybersecurity policies in support of Navel Systems for in-service or new construction programs. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
