About the Position: Serves as the Senior Budget Analyst for the Resource Management Office at Army Materiel Command (AMC).
This position is a Plan Management action to Current Army Civilian Employees of the Army Materiel Command (AMC) located at Aberdeen, MD.
Duties
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines, and quality have been met.
Prepares reports and maintains record of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor.
Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Performs a wide variety of administrative and analytical duties related to program/budget planning with the formulation, justification, presentation and execution.
Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official.
Communicate Team consensus and recommendations to the supervisor on actions affecting team and individual awards, rewards, and recognition.
Requirements
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met.
- Financial Management Level III (three) Certification within required time set by the organization.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience : One year of specialized experience which includes: 1) Developing short and long-range budget forecasts; 2) Resolving complex resource management funding problems; 3) Coordinating with senior leaders to resolve complex budgetary and financial problems; 4) Reviewing guidance from higher headquarters for the development of local guidance and policies; and 5) Presenting and defending budget estimates to include representing the organization at meetings. This definition of specialized experience is typical of work performed at the next lower grade level in the Federal service, GS-13.
