Duties

Prepares project proposal and cost estimates utilizing input from other counterparts in the DLA Information Operations Analyzes system change requests to determine and recommend logical approaches for incremental deliveries. Negotiates and documents project commitments with appropriate DLA Information Operations organizations to ensure timely execution of project plans, in accordance with established schedules and within budget. Provides a single point of information, responsibility and control for IT software development and integration projects, and acts as a liaison with customers. Manages a variety of sequential and concurrent tasks related to all facets of the project including requirements definition, product development, systems support and implementation. Collects and documents quality metrics data gathered during Developmental Test and Evaluation and Operational Test and Evaluation process. Under the guidance of a Senior IT Project Manager, consults with customers to identify and document requirements, chairs requirements determination meetings, as needed, and. provides advice on the impacts, risks and risk mitigation of software development decisions, plans, designs and specifications. Participates with representatives from DLA, DoD, and military services in business planning/strategy sessions.

Qualifications

To qualify for an IT Project Manager (APPSW), your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include: Applies interrelationships of multiple IT disciplines, concepts, practices and principles sufficient to manage software development/integration projects which will meet the customer's current and future business requirements. Applies systems analysis and development principles and techniques of existing and new application software design concepts and methods sufficient to effectively measure software development risk and to ensure the integration of IT programs and services, and develop solutions to integration/interoperability issues. Directly engages with non-IT customers to refine ideas and requirements as pre-development project activities. Communicates training opportunities and updated technologies to non-IT customers. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
