This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Finance Officer. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties
Exercises delegated authority for Accounts Management activities for all the facilities assigned to the CPAC.
Responsible for end-to-end ownership and success of reporting and patient account financial analysis activities.
Monitors information and analytical systems to evaluate and enhance the quality of service provided to clients.
Develops processes to support implementation of the CPAC Annual Workplan.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm
Compressed/Flexible: Scheduled duty hours may be available, pending agency needs

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
1) Protects data from unauthorized release or from loss, alteration or unauthorized deletion.
2) Responsible for end-to-end ownership and success of reporting and patient account financial
analysis activities
3) Provides the customer with consistent information according to established policies and
procedures.
4) Follows applicable regulations regarding access to computerized files, release of access
codes, etc., as set out in the computer access agreement.
5) Establishes and maintains effective working relationships with others throughout the
organization and externally.
OR,
Education (TRANSCRIPT REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work.

Combination (TRANSCRIPT REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level.
