You will serve as a Lead Program Analyst in the Resources and Assessments Product Line of the Public Works Business Line of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will focus on the ability to encourage a group of individuals to operate as a team; and ensure the wellbeing of the team to enable them to get the job done. You will review, analyze and monitor Funding Request(FR) for resource allocation to contract initiatives. You will develop and analyze a variety of cost and financial reports to monitor assigned reimbursable funds by Activity, PL or various aggregates. You will ensure that the organization’s strategic plan, mission, vision and values are communicated to the team. You will coach the team in the selection and application of appropriate problem solving methods and techniques. You will provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. You will monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. You will research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. You will report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ability to encourage a group of individuals to operate as a team 2) Skills in providing leadership and direction to lower graded employees 3) Knowledge of Navy Financial Systems, Applications and Financial data bases (CFMS, E-tracker and SABRS) 4) Knowledge of Public Works functional areas related policies and guideline 5) Skill in developing new or modified processes and or administrative procedures 6) Ability to maintain good working relations. PHYSICAL DEMANDS The work is predominantly sedentary within an office setting. WORK ENVIRONMENT The employee works in an adequately lighted and ventilated office environment. May require occasional travel for work requirements or training, not to exceed 5%.
