Duties
The primary purpose of this position is: to serve as the Senior Direction and Control Specialist to the Current Operations
Division for US Space Command (USSPACECOM).
Supports the USSPACECOM Current Operations Division (J33) development and maintenance of combatant command situational awareness by planning, directing, monitoring and assessing current operations and the Space Joint Operations Area (JOA)
Supports mission analysis, staff collaboration between USSPACECOM Directorates, other COCOMs and Joint Staff for development, approval and publication of orders in accordance with the Department of Defense Joint Operations Planning and Execution System
Measures USSPACECOM operations, activities and investments against published orders , determines status of forces, tracks combatant command scheme of maneuver and reports operational metrics to support executive decision making
Assesses impact of events in relation to mission accomplishment of directed USSPACECOM operations, activities and investments

Qualifications
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge in the development and maintenance of combatant command situational awareness by planning, directing, monitoring and assessing current operations and the Space Joint Operations Area (JOA); expert knowledge across all directorates supporting Operational Planning Teams (OPT) directly supporting all operational efforts supporting USSPACECOM and the Joint Staff; expert level knowledge and understanding of USSPACEOM mission, capabilities, and organization, and operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of Joint operational doctrine and understanding of USSPACECOM assigned missions and structures
Comprehensive knowledge of the Joint planning process as defined in JP 5.0 with extensive knowledge in drafting and publishing Joint orders
Experience and ability in oral and written communication, including persuasion, coordination; and negotiation, with various internal and external groups of people, to include vendors, contractors, tenants, support organizations, managers, and supervisors. This experience includes skill in conducting briefings and in producing written materials that convey complex information in a clear, accurate, and concise manner to General and Flag Officers (GO/FOs)
Extensive system knowledge of DoD space systems to include MILSATCOM including UFO, TSAT, AEHF, DSCS, MILSTAR, GPS, Ground-based Radar, Missile Warning to include DSP, SBIRS HEO, JTAGS, and national systems, GEODDS and other contributing and collateral space sensors
Knowledge of Joint Operational Planning and Execution System (JOPES) and traditional Military Decision Making Processes, US Government, Department of Defense, JCS, and the Services vision and strategic planning documents relating to effective employment of DoD systems
Expert knowledge of the DoD organizational structure and missions, to include highly classified SAP/STO operations, functions, responsibilities and interrelationships, including Combatant Commands and the military Services; ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff to Branch/Divisional leadership
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
