The primary purpose of this position is: to serve as Chief, Command Publications and Forms Management providing direction, planning, organization and management analyst support for the USSTRATCOM electronic publishing and forms management program.

Duties

DUTIES FOR GS 09-11 Directs the command Publishing anti Forms Management Program for HQ USSTRATCOM and USSTRATCOM Components. Incumbent is the principal command authority on an matters relating to the development, revision, or cancellation of all USSTRATCOM Instructions, changes, notices, and forms. Directs the Command Electronic Publications/Forms Program. Coordinates and conducts procedural surveys and studies and evaluates subsequent feedback to ensure the most expeditious and effective method of processing electronic publications to determine command-wide program effectiveness. Ensures proper disposition of archived publications, Prepares recommendations of findings/observations for resolutions. Develops IT principles, life cycle management, method and practices in the assigned specialty areas. Reviews and analyzes systems and procedures governing the use of publications and forms management products prescribed in new and revised directives, noting information and data to be collected and recorded on information Develops procedural surveys and studies and evaluates subsequent feedback to ensure the 1nost expeditious and effective method of processing of USSTRATCOM publications and forms. Gathers, interprets, analyzes, and correlates large amounts of narrative, flowcharts, and statistical information about workload and productivity.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of the principles, concepts, and theories of the classified title and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working knowledge and skill in applying analytical and evaluative processes to ensure efficiency and effectiveness of program operations of the electronic publishing program, publications, visual imagery/web pages, forms management, and publication repositories. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09 KSAs 1. Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. 2. Ability to learn basic techniques of the classified title. 3. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 4. Ability to plan and organize work, and consult effectively with co-workers. GS-11 KSAs 1. Expert knowledge of functions, principles and processes of Publication and Forms management to include knowledge of CJCS Manual Volume 1 &II, Joint Staff and Combatant C01nmand Records Management as it pertains to the disposition of publication records sets. 2. Ability to direct all phases of publication and form design, coordinatio11; approval and publishing including web page to enhance the organization's web site. Ability to prepare and brief publications and Forms Management Program status to senior management, at staff meetings; conferences, and program management reviews. 3. Practical knowledge of emerging technologies that impact publishing and knowledge of and ability to use software applications: Microsoft Applications, Adobe software, SGML, SharePoint. 4. Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations as well as the ability to develop training materials and conduct training sessions formally and informally; one-on-one, workshops; and classroom environments. 5. Ability to plan and execute complex, multi-faceted publishing projects and conduct feasibility; cost, comparison studies, analyze findings, and make recommendations. Knowledge of lifecycle information management. program management, and technology associated with information management policies and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
