The position is Chief of the Planning and Organizational Development Section, Ethics and Management Analysis Branch, Office of Administrative Management, National Center for Advancing Translational Sciences. The section manages performance management, workforce DEIA activities, training, leadership development, FEVS, organization diagnosis/intervention, employee/labor relations, and workforce planning. The Chief will have the opportunity to collaboratively define additional areas of focus.

Duties

Supervise teams of specialists or individually conduct in-depth studies, reviews, evaluations, and assessments of issues and proposals assigned. Determine the functionality of unique organizational structures and provide coordination among key participants for the long-range planning and development of organizational strategies to meet objectives and mission. Initiate and execute very complex administrative and management projects. Utilize expert skills in studying work methods, administrative guidelines, procedures, utilization of human resources, work assignments, management controls, information and documentation systems. Analyze and evaluate findings and recommend more efficient, effective and economical ways to accomplish workload and program objectives. Prepares a variety of comprehensive status reports, management summaries, and briefing papers which identify problems, assess the overall condition of work completed or in progress and outlines issues, solutions, and recommendations. Design and conduct comprehensive management studies to identify and propose solutions to management problems. Collaborate with NCATS Divisions and Offices to identify business process, workforce developmental needs and ensure that the necessary capabilities exist to support Institute needs. Perform the full range of supervisory responsibilities including assigning work, ensuring work quality, rewarding and recognizing staff, and promoting team wellbeing.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • A one-year supervisory trial/probationary period may be required upon selection/ placement.

Qualifications

To qualify for this Supervisory Management Analyst position at the GS-0343-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: leading in-depth studies and evaluations of issues relating to administrative management, proposals, and programs; preparing a variety of reports identifying findings and recommendations of efficiency in accomplishing program objectives; developing and implementing programmatic and organizational strategies and goals; advising management on Human Capital-related issues such as workplace flexibilities, student loan repayment, performance and conduct concerns, and performance evaluation.
