Duties
Serves as J6 Customer Support and Readiness (CSR) resource/budget management analyst and principal advisor to CSR leadership on the ramifications of IT program management policies, processes, and resources for assigned CSR Business Areas.
Responsible for developing, coordinating and integrating policies and technical guidance affecting the management of Information Technology (IT) resources and processes.
Leads and/or contributes to on-site and/or ad hoc teams engaged in special and recurring project management.
Plans and conducts complex studies involving/affecting a wide range of IT and business management programs in or impacting CSR.
Participates and/or leads meetings, briefings and site visits to convey, clarify and/or justify data and information related to assigned programs, projects and studies.
Proactively prepares reclamas on policy, process, and resource issues having a negative impact on CSR business areas, and recommends alternatives which ensure that sound IT program/project management principles are incorporated.
Develops position papers on proposals generated by CSR business areas for use by the CSR Director/Deputy in discussing the operational and/or technological ramifications.
Designs and documents implementation policies, guidelines, local procedures and/or instructions and monitors CSR-wide compliance with governing regulatory and procedural requirements.

Qualifications
To qualify for an IT Program Manager (PLCYPLN) your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Conducts CSR all-inclusive IT budget and resource planning, contract performance work statements (PWS), cost estimates, and comprehensive acquisition packages for programs encompassing multiple business areas and IT initiatives.
Develops comprehensive reports outlining the feasibility of implementing or changing operating procedures and recommends new or revised programs, policies or procedures affecting CSR functions, resources or operations.
Thoroughly researches industry and local standards, and other available sources, to proactively monitor program and contract activities to identify/prevent problems before they occur and take swift action to remedy after occurrence.
Develops, modifies and/or edits policy and procedures to keep current with emerging technologies and changes in process and/or organization.
Comprehensive knowledge of strategic business plans and IT principles, business case analysis, concepts, and methods combined with thorough knowledge of approaches used by other Government and private sector organizations in order to forecast, identify and manage CSR IT policy, process, and resource requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
