This position is part of the Office of Facilities and Administrative Services. The incumbent serves as the Chief, of the Personal Property and Fleet Management Branch, in the Office of Facilities and Administrative Services (OFAS), Office of the Secretary (OS), U.S. Department of the Interior (DOI). The primary function of the position is to provide management, oversight, and supervision of subordinate positions providing OS Personal Property and OS-PMB Fleet Management programs and services.
Duties
Performs a wide range of supervisory and managerial responsibilities including, conducting human capital management such as staffing and recruitment (developing position descriptions and managing all aspects of hiring actions); determining work objectives, priorities, and assigning tasks; evaluating performance; employee development; rewarding and training employees; approving leave and overtime; resolves complaints; and managing employee conduct.
Managing critical administrative programs for the OS nationwide such as Personal Property; the Secretary's Motorpool and Fleet operations serving the Headquarters of a Cabinet-level Agency.
Serves as a technical expert and implements the DOI automated Financial and Business Management System (FBMS) in managed programs for the management and accountability of Personal Property, Fleet, contract payments, and other information.
Manages the day- to- day operations of a Branch to include budget, communications both oral and written, and ensure the most efficient and effective organization possible and maximize services to clients.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in researching, analyzing, evaluating, and interpreting broad guidance and regulations to formulate and implement program guidance in the administration and management of Administrative Programs such as Personal Property and/or Fleet Management Services. In addition, specialized experience also includes supervising staff and performing related human resources activities; managing a budget and expenditures; and managing assets in an a complex asset management database.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education for experience at the GS-14 level.
