Duties

The primary purpose of this position is: To serve as an Air Force flying hour program management analyst in developing and disseminating strategic planning, programming, budgeting, and execution (SPPBE) policies and guidelines for major war, mobilization, and contingency operations plans, and provide expert guidance and advice to Air Force headquarters staff and major command activities. Develops, interprets, and implements policies and procedures to provide strategic planning, programming, budgeting, and execution guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans as it relates to the Total Force flying hour program. Prepares and presents flying hour program briefings and/or briefing preparations to all levels of leadership Develops new methods for testing and evaluating the effectiveness of strategic planning, programming, budgeting and execution actions/processes in support of major Air Force mission and operational plans. Maintains a continuous liaison with other Air Staff organization counterparts, other service headquarters counterparts, and DoD offices to integrate Air Force SPPBE support actions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-12 or above grade level in the Federal service (may have been obtained in the federal service, military, or public sector). which includes: Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of strategic planning, programming, budgeting, and execution regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide SPPBE guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense Strategic Planning, Programming, and Budgeting, and Execution (SPPBE), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers . Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Coordinates with AF Engine Room to ensure program lead is aware of each year's programming guidance, POM schedule, Program Review and Budget Estimate training and necessary participation through the annual AFCS processes. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the SPPBE process supports them. Knowledge of and skill in the application of Air Force expertise as it applies to assigned programs, and knowledge of weapons systems. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
