Duties
You will provide leadership, direction, supervision, and technical expertise to NetAct-Res sections on implementing, documenting, and maintaining all MCEN services.
You will monitor and evaluate the effectiveness of NetAct-Res sections and remediate deficiencies through corrective actions, training, policies, and procedures.
You will collaborate with NetAct Director to maintain an organizational structure that enables efficient and effective communication, operation, and execution in support of delivery of IT services to the Reserve Force at the highest level possible.
You will establish guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
You will assure quality of work accomplished by periodically evaluating employee performance and providing feedback.
You will resolve complaints, grievances, and disputes between subordinates and between NetAct-Res sections.
You will identify developmental and training needs of employees, with particular emphasis on requirement on implementing, integrating, and maintaining IT services.
You will develop work improvement plans, recommending personnel actions as necessary.
You will provide training, work, and administrative advice to subordinates.
You will collaborate with NetAct Director to develop strategic and operational priorities for NetAct- Res aligned with the priorities set by the CO MCCOG.

- This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) role of Program Manager proficiency level Advanced.
- You are required to obtain and maintain foundational and residential qualifications within prescribed timelines and participate in continuous professional development program as described in DoDM 8140.03 and supporting DON policies.
- This position is MISSION ESSENTIAL, and the incumbent is required to perform on a shift work schedule that requires the incumbent to work nights, weekends, holidays, inclement weather, furlough periods, or as needed for mission success.
- This position requires 15% travel.
- This position is telework eligible.
Qualifications
You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include installing, configuring, optimizing, and troubleshooting network devices while also providing timely and accurate updates.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing feedback on network requirements, including network architecture, infrastructure, and routing.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include communicating technical matters in writing and orally to facilitate appropriate managerial action and customer understanding.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include identifying, remediating, and reporting on network device vulnerabilities, or troubleshooting major incidents or problems within the network.
In addition to my experience demonstrating the four competencies above, I have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by ability to makes decisions and initiates actions that involve the interpretation of HQMC, MARFORCYBER, MCCOG policy to develop local policies and overseeing network engineering, IT projects, and operations.
