You will serve as the Intelligence Oversight Program Manager assigned to U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER) responsible for oversight and compliance of all MARFORCYBER intelligence activities. This position is located in Fort Meade, MD in the U S MARINE FORCES CYBERSPACE COMMAND.
Duties
You will serve as the program manager for compliance implementation and advise the Assistant Chief of Staff for Intelligence, Cyber Mission Forces, senior leaders, and others on Intelligence Oversight risks, mitigation, and remediation procedures.
You will apply detailed knowledge of U.S., DoD, and Service oversight regulations, and authorities governing specific intelligence disciplines, and how they apply to MARFORCYBER missions.
You will provide recommendations and initiatives that impact the conduct of all MARFORCYBCER intelligence professionals, and access to sensitive intelligence information.
You will produce quarterly compliance reports for USCYBERCOM IG and USSTRATCOM IG detailing any Intel Oversight incidents and remediation procedures, training statistics, and initiatives that enhance the command’s compliance posture.
You will be directly responsible to the Assistant Chief of Staff for Intelligence regarding the proper administration of the Intel Oversight Program and will collaborate to establish overall program objectives.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period requirement.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Advising senior leaders on the value and importance of incorporating intelligence oversight into all functions of the command, and championing efforts to cultivate a culture of compliance throughout the command; 2) Determining and implementing additional training and appropriate protection measures, based on trends and best practices, to reduce the risk of unauthorized access to raw intelligence; 3) Maintaining cognizance on how personnel handle collected intelligence and providing guidance to reduce the likelihood of unauthorized dissemination; 4) Executing intelligence collection using appropriate collection strategies within the priorities established through the collection management process; 5) Developing networks and building alliances across boundaries to build strategic relationships and achieve common goals.
