You will serve as a SUPERVISORY INFORMATION SECURITY SPECIALIST in the Directives and Records Management Division (DRMD), Declassification Program with the Department of DON/AA DRMD DECLASSIFICATION PROGRAM.

Duties

You will provide oversight and support all aspects of the DRMD mission including the planning, organizing, and directing all aspects of comprehensive Navy Secretariat Directives, Forms, and Records Management and Declassification Programs. You will ensure policy and procedure consistency and appropriate automation initiatives to ensure completion of the interim and final target goals of EO 13526. You will ensure that policies accurately reflect applicable laws, current EO's and statutes and are consistent with other policy issuances by the Department of Defense, Department of the Navy, and other Federal agencies. You will provide technical clarification to the contractor and monitors contract performance, thus ensuring that the Government pays only for the services, materials, and travel authorized and delivered under the contract. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and organizing directives, forms and records management programs; Experience in dealing with federal or foreign organizations (i.e. Atomic Energy, Foreign Government, Intelligence, Operational, etc.) to make informed decisions regarding declassification and records management; Serving as technical authority concerning all problems and issues related to classification and declassification programs; Applying information security requirements related to theFreedom of Information Act, the Privacy Act and Departmetn of Defense directives and regulations to make disclosure of information decisions.
