This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for providing insightful expertise and oversight in areas such as financial management, program oversight, legal issues, performance management, performance measurement, information management, process improvement, policy and strategy, and weapon/platform technology, program management and organization of Global Capability Development (GCD) programs.
Duties
As a PROGRAM ANALYST (TRAIN & EQUIP) at the GS-0343-13/14 some of your typical work assignments may include:
Develops, implements, manages, and executes Security Assistance policies, processes, and procedures.
Serves as the focal point for planning, guiding, developing, monitoring, coordinating and recommending military training and oversees the progress of operations and equipment support for international security forces.
Develop and prepare reports, point papers, programmatic statements and recommendations, coordinate, and develop legislative proposals and strategies for the annual Congressional authorization and appropriations process for the foreign security forces capacity building programs.
Provide direct subject matter expertise (SME) and support to the Military Services and Regional Commands on Title 10 and Title 22 programs and authorities that are relevant to DSCA activities.

- Incumbent must complete DoD SCW Intermediate-level certification. Incumbent must complete Basic-level courses within one year and Intermediate-level courses within two years (3 years total).
- This position is designated as a Testing Designated Position (TDP) under the civilian Drug-Testing Program
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- The employee may be required to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
- Work may require travel away from the normal duty station on military or commercial aircraft
Qualifications
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Providing advice and assistance in mission accomplishment over the wide spectrum of military training, exercises, and security cooperation
Developing business process related documentation and training materials
Utilizing enterprise resource planning systems; coordinating with key stakeholders for related system integration efforts.
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Formulating projects
Assessing program effectiveness; investigating or analyzing unusual conditions, problems or questions
Preparing a variety of correspondence and reports to members of Congress or Congressional Committees in response to written and oral inquiries from Congress.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
