The primary purpose of this position is to serve as lead Command Headquarters Level Senior Program Analyst and Medical Readiness Subject Matter Expert (SME) applying Air Force military medical readiness plans and operations experience.

Duties

As the senior medical readiness planner and Subject Matter Expert (SME), directs, provides oversight and oversees all aspects of the Air Force Medical Readiness program and provides oversight to ground medical planning. Serves as ACC/SG Functional Area Representative (FAR). Applies Air Force military medical readiness plans and operations experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements, serves as senior program manager and SME on strategic capability/UTC development and fielding, ensures planning and programming decisions are in appropriate formats to meet Air Force and Major Command requirements for medical units in support of the Air Force Medical Service mission. Primary execution agent for ACC/SG Global Force Management responsibilities. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.

  • Air Force medical readiness plans and operations experience is critical to this position. Unit and/or MAJCOM medical readiness experience is required.
  • Frequent travel by military or commercial air to conferences, meetings, or other functions away from the duty site. A valid driver’s license is required
  • Incumbent can be called on off-duty hours (weekends, after normal duty hours, etc) due to emergencies.
  • Five years of experience working in a MEFPAK.
  • Ten years specialized Air Force medical readiness at a MAJCOM is highly desired
  • Will work in the ACC Crisis Action Team (CAT) as required.
  • Must be able to obtain and maintain a Top Secret Clearance.
  • Must hold a valid state driver's license or able and willing to obtain and maintain a valid state driver's license.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) Expert knowledge of doctrine, regulations, practices, procedures relevant to medical Unit Type Code training, medical readiness program management, contingency operations, functional area management duties, principles and techniques to oversee, organize, train, equip, and advise on medical readiness; (2) Expert knowledge and skill in applying a wide range of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, special operations or similar operations; (3) Knowledge of military command structure, missions, programs, and organizational relationship and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: l. Mastery level skill/knowledge of DoD Military Health System, Air Force Medical Service, Ground Expeditionary Medical Support System (EMEDS), and medical readiness functions, operations, policies, procedures and practices and the concepts, theories and practices of the special medical, expeditionary medical support system work performed in the subordinate organizations. 2. Knowledge/experience of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as training, war reserve materiel, deployment, mobilization, exercise, planning, inspection/audit, MEFPAK, COMSEC, AEF operations, MRDSS, AFIT, MRL, DRRS, ART, JCRM, DCAPES, JOPES, UTA, TPFDD libraries, unit plans, DOC statements, unit reporting, or similar operations. 3. Extensive knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 4. Thorough knowledge of the application of Air Force medical readiness plans and operations expertise as it applies to assigned program. 5. Ability to research, analyze, interpret and apply rules, regulations and procedures; design, conduct comprehensive studies, and prepare solutions to military operational and contingency areas; develop, plan and program the operations and application of various Air Force and Joint Planning Systems, as well as the ability to organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill/ability to communicate effectively both orally and in writing, and maintain good working relationships. 6. Mastery level knowledge of Air Force military medical treatment facilities and the Air Force expeditionary medical support system (EMEDS) including assignments to MTF and MAJCOM or above level in medical and/or ground medical readiness plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
