Duties
As a PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include:
Coordinate security cooperation activities with key members of DoD, including OSD, the Geographic Combatant Command (GCC), and Joint Staff as well as coordinating with member of the U.S. Interagency.
Develop long-range plans in conjunction with those agencies to develop full spectrum capability plans for partner nation capacity building in accordance with U.S. Government priorities and policies.
Serves as a Security Cooperation (SC) planner, developing annual and long-term SC strategies and strategic plans, facilitating CGCC development of concepts and design of comprehensive programs of Title 10 activity to encourage and enable international partners play security roles that support U.S. objectives.
Responsible for developing briefings and communicating to DOD, interagency and congressional staff the relationship of SC programs resourced by DSCA or the interagency to support defense strategy objectives and DOD desired partner security roles and associated capabilities.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Knowledge and understanding of Title 10 policy
Strategic planning for Title 10 programs
Advising leadership on strategic planning and improvements for global/functional initiatives; addressing complex challenges and problems that impact assigned programs/operations
Analyzing partner capabilities and foreign competition
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
