You will serve as a MANAGEMENT and PROGRAM ANALYST in the Civilian Personnel Liaison, N1C of COMMANDER NAVAL AIR PACIFIC.
Duties
You will perform all work associated with managing civilian manpower for COMNAVAIRPAC and subordinate UICs as the Assistant Civilian Liaison Coordinator.
You will initiate and prepare RPAs for civilian personnel actions within the Defense Civilian Personnel Data System (DCPDS).
You will serve as the Lead COMNAVAIRPAC Civilian Training Administrator and TWMS Access Coordinator.
You will provide methodical process of analyzing and determining civilian manpower requirements related to budgeted End Strength (E/S) and Full Time Equivalent (FTE).
You will participate in Civilian workforce Position Management Boards (PMB) by staffing, tracking and coordinating with Directorates.
You will initiate actions, provide guidance and advice on manpower source data systems (i.e. DCPDS, DPMAP, CANYON, USASTAFFING, IW, TWMS, TFMMS).
You will provide advice on staffing functions and requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector executing, managing, analyzing and evaluating civilian programs and requirements to include determining funding and manpower/resource needs to improve overall program effectiveness.

Education
Education may be substituted for specialized experience as follows:
Have successfully completed a Ph.D. or equivalent doctoral degree
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
Have successfully completed an LL.M. degree that is related to the position being filled
