Duties
The primary purpose of this position is: To serve as the Cyber Requirements Division Program Manager for a division within the Headquarters United States Air Force which provides cyber requirements policy advice, guidance and recommendation on all requirements issues affecting all Air Force cyber capabilities.
As program manager, plans, programs, budgets, and resources Air Force cyber units, in order to execute future warfighting requirements supporting USCYBERCOM and other CCMDs
Participates in special projects and initiates and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management of cyber programs, units and organizations
Serves as Air Force lead for cyber capability development planning
Represents the division at higher levels within the organization and with other external organizations
Maintains currency on cyber policy, Joint and Air Force cyber doctrine, planned Concepts of Operations (CONOPS) future cyber systems and other Air Force Future Operating Concepts

Qualifications
Must have a Top-Secret clearance with Sensitive Compartmented Information (SCI) access.
This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
Requires review of AF Requirements Orientation Briefing within 30 days of Entrance on Duty. Requires completion of Defense Acquisition University (DAU) online course CLR 101, Introduction to Joint Capability Integration and Development System (JCIDS), (or previous completion of CLM 041, Capability Based Planning) and completion of Defense Acquisition University (DAU) online course RQM 110, Core Concepts for Requirements Management within 90 days of Entrance on Duty
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analyst 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Headquarters United States Air Force Air Staff, USCYBERCOM, and AFCYBER policies used to support operations, integration and security strategies; expert knowledge of cyberspace operational procedures and associated structure for integrating, authorizing, committing, and evaluating cyber capabilities; expert understanding of the importance and meaning of each step in the operational process; who the key players are; where and when opportunities arise for affecting the process and how to best affect the process; the various sources of documentation of the process as it's carried out; how and when such documentation becomes available; and how to use the documentation to influence and extract information relevant to Headquarters, United States Air Force Air Staff, USCYBERCOM, and AFCYBER cyber operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Prior, demonstrated, and proven successful experience in Headquarters staff experience; prior Headquarters Air Force Cyber Command experience highly desired. Prior MAJCOM Deputy Division Chief or higher experience highly desired
Demonstrated operational experience with cyber C2, defensive or offensive missions supporting Headquarters AFCYBER, 16th AF, or USCYBERCOM
Knowledge of United States, Department of Defense, Joint Chief of Staff, and Services' cyberspace operations and network policies.
Comprehensive knowledge of Headquarters United States Air Force, Joint Staff, and USCYBERCOM staff processes. Previous Joint experience highly desired
Advanced knowledge and mastery of Headquarters United States Air Force strategic planning processes, organizing, coordinating, and directing operations associated with formulating, analyzing, and improving AFSPC capability requirements strongly desired. Previous acquisition experience highly desired
In-depth knowledge of Air Staff Planning, Programming, Budgeting and Execution (PPBE) processes required. Previous Air Staff Program Element Monitor experience highly desired
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
