About the Position: This position is for a Program Analyst located in the US Army Aviation and Missile Command AMCOM Logistics Center Business Management Office located at Redstone Arsenal, Alabama. The incumbent of this position will serve as an analyst with responsibility for performing program and budget, review and analysis, procurement planning, and nonprofessional technical concepts development tasks for a project managed aircraft weapons and support systems
Duties
Plans and executes budget work for diverse aspects of varied Army and customer operating programs.
Evaluates financial issues and budget implications.
Prepares complete financial input for contract requirement packages (CRPs) for procurement of engineering, prototype development, analysis, maintenance, and testing for complex major weapon system programs.
Performs economic/budget impact studies in relation to assigned materiel change improvement programs, modification work orders fielding plans, etc.
Analyzes reports in relation to program documents, operating plans, budget documents, on staff directives and intra-organization directives and memorandums which affect assigned responsibility.
Maintains current operating status through review/updating of various program/budget source document and reports, Materiel Change Information Report (MCIR), Procurement Work Directive (PWD), Modification Work Order (MWO), etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires Level II certification in the Acquisition Career Field “BUSINESS - FINANCIAL MANAGEMENT (BUS-FM)” or the incumbent must be able to obtain certification within 24 months of appointment.
- This position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may result in adverse action.

Specialized Experience: One year of specialized experience which includes: 1) conducting analysis of existing financial programs; 2) determining the impact of financial and manpower changes; 3) entering applicable financial transactions and monitoring funding and procurement adjustments in the General Fund Enterprise Business System (GFEBS) or equivalent to achieve program goals; and 4) conducting studies to evaluate and recommend ways to improve productivity and efficiency of organizational operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
