This National Guard Excepted Service position is for a Budget Analyst, Position Description Number NGD2232000 and is part of the Joint Force Headquarters (JFHQ), G-3 office of the Director of the District of Columbia Army National Guard.
- Military Membership is REQUIRED.
This is NOT a REMOTE position; the incumbent will report to a Duty Station.
Duties
The purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution.
This position:
Serves as the primary analyst regarding resource management. Performs program analysis, including planning, programming, budgeting, funds allocation, accounts management, internal controls, and reporting.
Executes budget. Continually analyzes and evaluates unexpected changes and gaps in program plans and funding. Reviews expenditure of G-3 appropriations, re-imbursement allocations and transfer of funds.
Performs program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary.
Provides financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures.
Presents effective analyses of financial management information regarding the expenditure of appropriated funds utilizing a network of multi-level federal operating systems.
Serves as a technical authority and expert on matters of OPTEMPO funding issues for the Directorate. Manages the Defense Travel System (DTS) for the DCS-G3.
Performs other duties as assigned.

Requirements

- This is a Financial Management Level Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- As a condition of continued employment in the GS-0560-11 position, the employee must complete the higher financial management certification within 24 months of appointment to the position.
- Participation in direct deposit is mandatory.

GENERAL EXPERIENCE is military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. Must be skilled in collecting and analyzing data effectively, efficiently, and accurately; in presenting formal training presentations and briefings; and, in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE is experience that prepares the applicant to perform the prescribed duties of the position. A candidate must have at least 24 months of finance budgetexperiences and competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.
Experience will be evaluated based on duties performed rather than strictly on length of time alone.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
OTHER REQUIREMENTS:
Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Automated Fund Control Order System (AFCOS).
Incumbent will be Appointed as an approving authority for release and expenditure of logistics funds and a member of the Program Budget Advisory Committee (PBAC).
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within 24 monthsof appointment to the position.
This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Education
Enlisted: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
Officers: An undergraduate degree from an accredited college/university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
Substitution of Education for Specialized Experience is allowed:To qualify for GS-0560 dual status technician positions based on completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-07 or GS-09 entry-level position.
