This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Business Services Group (BSG), Division of Budget and Administrative Services (DBAS).
As a Budget Analyst, GS-0560-13, you will utilize budget principles, policies and procedures in carrying out complex assignments focusing on the formulation, execution, and management of CMMI's administrative and program budgets.
Duties
Perform complex budget development, formulation and/or execution functions for substantive Government programs or administrative budget areas.
Track flow of funds from budget authority through obligations, outlays, and recoveries.
Analyze financial and contractual data to inform budget development and forecast projections.
Provide technical assistance to program and operations staff to identify, document, and justify budget needs for multi-year programs.
Provide authoritative guidance on budget and payment policy.
Research and produce briefings, reports, and options papers for BSG and CMMI leadership regarding budget and financing issues critical to Agency goals.

- This is a telework eligible position and reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Analyze financial and contractual data to forecast multi-year budget estimates for a complex program or payment operation; AND 2) Create budget justification materials including briefing papers or visual presentations; AND 3) Provide authoritative recommendations on budget and payment policy.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
