Organizational Location: These positions are located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of the Chief Financial Officer (OCFO), in Washington, District of Columbia.
This is a bargaining unit position that it is not currently covered by a bargaining unit agreement.
Duties
As a Budget Analyst, at the full performance level you will perform the following duties:
Developing, recommending, interpreting, and implementing budgetary financial policies and renders authoritative interpretation of Executive Orders, budgetary guidelines, directives and policies and precedents.
Developing timetables for obtaining needed funding and provide expert advice to managers and all budget staff members on all phases of the budget program.
Implementing budget controls through the review and approval of obligation and expenditure of funds while analyzing and evaluating continual changes in program plans and funding, and the effect on financial and budget program milestones.
Preparing official quarterly, annual and one-of-a kind reports requested by the Department, OMB, and/or Congressional Committees and Member of Congress.
Coordinating and ensuring funding for incoming and outgoing Inter-Agency Agreements (IAA's)
Reviewing, editing, and coordinating formulation exhibits with program.
Monitoring performance and variance between obligation expenditures and Spend Plans.
Requirements

You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience equivalent to the GS- 07 grade level or equivalent performing duties such as:
Monitoring budget obligations/expenditures to provide support in the review and coordination of accounting documents;
Analyzing reprogramming actions for specific funds;
Identifying differences between current spending and projected estimates and recommends adjustments to accommodate future needs;
Collecting and analyzing data using standard data collection tools and statistical methods to obtain, compile, and summarize factual narrative information and quantitative data for use by others. OR
Education: Possess a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree or, LL.B or J.D if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR
Combination: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that when combined, equals 100% of the total requirement. Only graduate education in excess of the first full year can be credited for the combination.
You qualify for the GS-11 grade level if you possess one of the following:
Experience: One (1) year of specialized experience equivalent to the GS- 09 grade level or equivalent performing duties such as:
Using standard data collection tools and statistical methods to analyze data, obtain, compile, and summarize factual narrative information and quantitative data for use by others within the office;
Verifying estimates received from others by evaluating the consistency of dollar estimates with previous costs and total program costs;
Coordinating with senior level analyst performing duties relative to budget obligations and expenditure monitoring;
Analyzing accounting data and reconciles transaction, prepares and inputs corrections to the accounting system based on analysis. OR
Education: Possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or an LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR
Combination: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that when combined, equals 100% of the total requirement. Only graduate education in excess of the first full two (2) years can be credited for the combination.
You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
Monitoring, tracking, and reporting on program obligations;
Identifying potential deficit in future funds and makes recommendations to program managers for the reprogramming of funds between accounts to meet revised requirements or support the accomplishment of planned operations;
Studying problem areas and reprograms funds within assigned operating program.
