You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the Cybersecurity Engineering Division of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will provide strategic input and performance oversight for all projects and tasks in the Cybersecurity Engineering Division.
You will resolve conflicts in laws, regulations, policies, standards, or procedures. Reviews or conduct audits of cybersecurity engineering programs and projects.
You will coach and mentor subordinates; advising and counseling peers and seniors; championing EEO principles, policies and programs.
You will develop and maintain strategic plans, provides technical leadership, planning, program development, business development, financial oversight, coordination and management for the Cybersecurity Engineering Division.
Requirements

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Advance Level within 12 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
NM-05:
Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: providing strategic input and performance oversight for all projects and tasks.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: championing EEO principles, policies and programs; developing and executing organizational initiatives enabling command success.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: coaching and mentoring subordinates; advising and counseling peers and seniors.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: resolves conflicts in laws, regulations, policies, standards, or procedures.
NM-05:
In addition to your experience demonstrating the four competencies above, Your resume must have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector in overseeing the execution of computer networking concepts/protocols and network security methodologies; AND applying experience in computer engineering/computer science, cybersecurity, computer network defense, acquisition and information security principles to provide direct support to branch projects and tasks.
NM-04:
In addition to your experience demonstrating the four competencies above, Your resume must have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector in leading the execution of computer networking concepts/protocols and network security methodologies; AND applying experience in computer engineering/computer science, cybersecurity, computer network defense, acquisition and information security principles to provide direct support to branch projects and tasks.
