About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with Joint Services and Activities Supported by the Office, Secretary of the Army; Security, Protection and Safety Directorate; Security Support Services Division at the Pentagon, Arlington, VA.

Duties

Serves as the Personnel Security Specialist for Security, Protection, and Safety Directorate, performing a variety of substantive administrative functions in support of the personnel security program for the Command. Coordinates, implements, and administers all personnel security policies and procedures relating to the continuous evaluation of employees requiring security clearance eligibility. Assists in managing the Personnel Security Investigation – Center of Excellence (PSI-CoE) electronic personnel security questionnaire program. Signature Authority for unescorted access to the Pentagon and Pentagon leased facilities for employees assigned to Headquarters Department of the Army (HQDA). Assists senior specialists in managing, implementing, and evaluating the effectiveness of the Command Personnel Security (PERSEC) Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance.
  • Requires Temporary Duty (TDY) travel up to 10% of the time.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This position requires the incumbent to obtain the SFPC certification within their first two years of employment.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience administering Personnel Security programs such as reviewing, analyzing and/or resolving personnel security problems; AND validating clearances, personnel security investigations or inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. You will be evaluated on the basis of your level of competency in the following areas: Personnel SecuritySecurity Program ManagementTechnical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
