You will serve as a FINANCIAL MANAGEMENT ANALYST in the Shipyard Infrastructure Optimization Program Management Office (PMO 555); Industrial Operations Directorate (SEA 04) of NAVSEA HQ FIELD SUPPORT.
Duties
You will serve as the Business Financial Manager responsible for providing management, oversight and
overall execution of PMO 555's budget.
You will be responsible for long-term strategic financial planning of the program and the preparation and submission of the program's annual Program Objective Memorandum (POM) requirements.
You will organize, coordinate, and work effectively with program office leadership to resolve problems and obtain clarification on all aspects of program requirements/budget inputs submitted to the NAVSEA Comptroller, OPNAV Resource Sponsor, and FMB.
You will have demonstrated experience with DOD planning, programming, budgeting and execution (PPBE) process and systems.
You will develop, analyze and report planned Programmatic requirements for a major defense acquisition program.
You will prepare mid-year reviews, quarterly execution reviews, budget exhibits and high level briefings.
You will develop program measures of current and future operations, review and interpret policy affecting program requirements, and evaluate data recommending changes to program processes or procedures to improve effectiveness.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector leading the analysis of financial information to develop and justify budget estimates for an organization or major defense acquisition program.
