Duties

You will handle contract administration and procurement coordination. You will research and resolve issues related to Government Furnished Information (GFI). You will develop financial spreadsheets to monitor the status of funds applied to contracts for goods or services and monitor contractor performance to ensure that execution is consistent with contract scope and available contract funding. You will maintain liaison and effective communication between department organizational elements. You will present recommendations and conclusions based on analysis and evaluation in such form and manner as are most useful to management. You will solve problems or make recommendations to improve overall business operations. You will ensure that contracts are prepared in accordance with applicable Navy and DoD policies, contractor performance is monitored, and contract deliverables are met. You will use the government credit card to complete a variety of purchase transactions. You will use the automated systems to process different procurement types and communicate with customers.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • This is a bargaining unit position.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Researching and resolving issues related to Government Furnished Information (GFI) or contract deliverables; 2) Coordinating the development of technical direction for contractors and developing clarifications or revisions of technical directions provided to contractors; 3) Maintaining files related to contract requirements, contractor performance, and contract funding for each contract/order assigned; 4) Monitoring the status of funds applied to contracts for goods or services as well as contractor performance to ensure that execution is consistent with contract scope and available contract funding; 5) Performing special projects and assignments related to issues regarding information systems funding requirements, procurement coordination or contract administration; and 6) Applying standard procedures for contract management, providing recommendations that result in cost savings and improved service to the organization, customers, and/or funding sponsors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

GS-11 Position:
  • Ph.D. or equivalent doctoral degree
- OR -
  • 3 full years of progressively higher level graduate education leading to such a degree
- OR -
  • LL.M., if related
