Duties
The primary purpose of this position is: To serve as a senior Air Force electromagnetic spectrum superiority analyst at the Headquarters Air Force (HAF) level and to provide Air Force military expertise in (1) defining, scoping and designing a construct and implementation path for EMS superiority; (2) drafting EMS superiority strategy, policy and guidance; (3) defining and implementing required education, training and skills necessary for EMS superiority force development and management.
Duties:
1. Applying relevant military EMS superiority experience, supports the development of Air Force EMS superiority capabilities using processes to establish or modify doctrine, organization, training, materiel, leadership and education, personnel, facilities and policy (DOTMLPF-P).
2. Performs a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have major impact on the development of national security capabilities and programs, strategies, policies, and long-range war, mobilization, and contingency plans.
3. Serves as an EMS superiority authority and consultant to other HAF organizations, MAJCOMs, other Services, the Joint Staff, and federal agencies within assigned areas of responsibility.
4. Prepares information and position papers and presents high-level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

This is a Term position NTE 13 Months the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis-Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices; a comprehensive knowledge of Air Force policies, instructions, guidelines, and doctrine; thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational, exercise and training events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; comprehensive knowledge of the Air Force DOTMLPF-P processes, and a thorough knowledge of Air Force's planning, acquisition, and management processes to provide support for Air Force electromagnetic spectrum capability development and sustainment. Thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; high degree of skill in analyzing and comparing cost benefits, cost regulations, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of electromagnetic spectrum operations (EMSO), primarily electronic/electromagnetic warfare (EW) functions, operations doctrine, training, policies, procedures, and practices and the concepts, theories, and practices.
2. Knowledge of the Department of Air Force Policy, instruction and doctrine development procedures, personnel development and training, readiness and exercise infrastructures to include the Defense Readiness Reporting System (DRRS).
3. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones; the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations and the way the EMS superiority DOTMLPF-P processes supports them.
4. Knowledge of and skill in the application of Air Force electromagnetic spectrum superiority expertise as it applies to assigned programs, and knowledge of weapon systems.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
