The primary purpose of this position is to serve as a first-level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to a branch within a division of the Plans & Policy Directorate (J5), United States Cyber Command (USCYBERCOM). Leverage own and team members' functional expertise and programmatic insights to plan, manage, and accomplish the functions and tasks assigned to the branch.
Duties
DUTY 1: Exercises supervisory personnel management responsibilities for and directs and coordinates the work of assigned personnel.
DUTY 2: Provides leadership and recognized functional expertise and comprehensive programmatic knowledge to plan, manage, and facilitate the branch's performance of assigned functions and tasks, including integrating these efforts and activities with those of other J5 and USCYBERCOM elements and those of external DoD and other U.S. Government (USG) cyberspace partners.
DUTY 3: Plans, leads, and conducts broad-based analyses to lead the branch in continuing efforts to define/refine DoD cyberspace program community-level requirements and priorities for its assigned functions and tasks, as well as to conduct broad-based assessments to confirm consistent action to document, integrate, and implement them as part of the branch's continuing operations.

Qualifications
This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a high degree of analytical skill and recognized expert knowledge of Cyberspace Operations (CO) to serve as a liaison and coordinate/facilitate CO program planning and policy analysis responsibilities between the J5/Command, the Command's assigned military service components, and other DOD and non-DOD program partners, which include other USG departments/agencies, as well as key partner nations and allies. The supervisor leverages this knowledge base/skill set to interpret and guide the team in applying the available guidelines, which are stated in very general terms (e.g., USG regulations and DoD policy that establishes broad parameters for CO programs and activities; DoD policy and Joint Chiefs of Staff directives outlining Joint planning processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to conduct military/contingency and crisis action planning for cyberspace operations to protect, detect and/or mitigate IT and cyberspace vulnerabilities. Knowledge of DoD and Federal Government cyberspace issues, objectives, and operations, as well as regulations and policy directives governing planning of cyber operations.
Ability to contribute to development of, staff, and coordinate cyberspace program policy, performance standards, and plans with external program partners.
Ability to plan, organize, and direct the functions and staff of a small- to medium-sized organization.
Skill in applying analytical methods typically employed to support military operations planning, and to justify recommended strategies and courses of action.
Knowledge of the DoD command structure and experience with joint military operations. Skill in applying Joint Chiefs of Staff (JCS) deliberate and crisis planning procedures, the Joint Operations Planning Process (JOPP), and Integrated Tasking Order development and staffing processes.
Ability to communicate complex technical and programmatic information, often in the form of verbal and visual operational updates, situation reports and briefings.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
