Duties

Serves as an expert advisor for Operations and Planning (O&P) in the management and implementation of the North American Electric Reliability Corporation (NERC) Reliability Compliance Program; liaison to transmission operators to address issues associated with compliance with NERC and Western Electricity Coordinating Council (WECC) electric reliability standards; provides technical expertise in the operation and maintenance of power generating plants and advises on the adequacy of existing equipment and operating methods. Provides recommendations and technical advice on the development, implementation, and modification of policies, guidelines, directives and standards, Facilities Instructions, Standards, and Techniques (FIST) Standards for Operation and Maintenance practices related to reliability compliance policy; develops methods to objectively assess the condition of power facilities to meet NERC and WECC standards. Prepares policy documents, instruction to understanding, reports on progress and status of reliability compliance; prepares correspondence on all aspects of the reliability program to include data submission, status reporting, self-certification, registration mitigation plans, and violation reporting. Provides advice on compliance with WECC standards on generating and mechanical equipment, operating procedures and practices. Organizes working groups and chairs meetings; serves as advisor to regional power managers concerning reliability compliance, and liaison to hydro-industry utilities, area and power plant offices in developing methods to objectively assess the condition of power facilities to meet WECC standards.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience that includes at least 3 of the following 5 activities: (1) Experience managing the Reliability Compliance Program for a large power generating or transmitting entity or agency in accordance with North American Electric Reliability Corporation (NERC) Standards by analyzing emerging issues and practices, (2) developing or recommending policies, processes and procedures, and providing advice on compliance; (3) experience applying NERC Standards to the operations of a large electric utility; (4) providing technical expertise in the operations and maintenance of power generating plants; (5) experience working with multiple levels of an entity or agency, outside entities, and Electric Reliability Organizations in the development and application of a NERC Reliability Compliance Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/27/2023.
