The Government Information Specialist (GIS) Office of Administration Office of Mission Support (OMS) Veterans Benefits Administration (VBA) in the Department of Veterans Affairs (VA). The Government Information Specialist position will serve under the Supervisory Privacy Officer and hold the responsibility for administering all phases of the Privacy program process.
Duties
Develops and oversees implementation of internal policies within his/her respective business line to reflect program policy and associated updates.
Develops goals and objectives and prioritizes tasks in response to Privacy requests.
Review and analyze Privacy requests to ensure privacy language and VA privacy policies are incorporated in all privacy documents to protect veteran personally identifiable information.
Create, review, coordinate, and deliver Professional Development training to all VBA Privacy officers.
Review and analyze privacy compliance documentation to ensure all applicable privacy laws and privacy language to ensure protection of veterans Personally Identifiable Information (PII).
Assist in the development, review and maintenance of privacy policies, procedures, and guidance essential to the effective and efficient implementation of Privacy work and the Privacy program.
Working knowledge of Privacy, related laws, regulations, policies, and procedures to include Privacy Act of 1974, E- Government Act, NIST 800- 53.
The incumbent participates in meetings, working groups and lead special projects, in a wide range of program process initiatives concerning internal procedures for the Privacy Office.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is to GS-13.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 12/18/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the Government Information Specialist position.
GS-12: Specialized experience is defined as experience equivalent to the GS-12 level in the Federal service related to all Privacy Compliance and Privacy Act of 1974, Regulations and Policies. Examples of specialized experience include:
Experience interpreting the Privacy Act of 1974 Privacy.
Experience applying Privacy Compliance E- Government Act, NIST 800- 53, and Privacy Act of 1974 to ensure privacy laws are enacted.
Experience reviewing and analyzing content of responsive laws based on the Privacy Compliance, Privacy Act, VA Privacy, and VBA policies and procedures.
Experience conducting research and applying data gathering techniques, and analytical methods in the preparation of accurate interpretations and releases of information materials under the Privacy Act of 1974 provisions.
GS-13: Specialized experience is defined as experience equivalent to the GS-13 level in the Federal service related to all Privacy Compliance and Privacy Act of 1974 Statutes, Regulations and Policies. Examples of specialized experience include:
Experience interpreting the Privacy Act of 1974, E- Government Act, NIST 800- 53).
Experience applying Privacy Compliance, Privacy Act of 1974, related laws, regulations, policies.
Experience reviewing and analyzing documentation for Privacy Compliance, Privacy Act of 1974, and/or VA Privacy, VBA policies and procedures.
Experience conducting research and applying data gathering techniques and analytical methods in the preparation of reviewing privacy language and privacy protection of Veteran PII.
Experience coordinating Professional Development training for Privacy Officers or other team members, identifying and recommending training needs and appropriate training courses.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: This work is primarily sedentary.
