DCSA's CI/Insider Threat Directorate is seeking a Program Management Branch Chief. In this role, you will be responsible for developing and implementing programs, business protocols and practices, standard operating procedures to assist in the incorporation and continued DoD, DCSA and OCI operations as well as assisting with incorporating programs into the agency's existing operational mission.
Duties
As an INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
Planning, directing, controlling, and evaluating the operations of the assigned program areas.
Advising the PM DIV Chief and DAD OCI related to major planned and/or on ongoing studies and projects impacting on missions, functions, plans, and programs.
Developing short and long range plans in connection with projected changes in functions and programs. Advises the PM DIV Chief (or designee), CI on the status of meeting goals and objectives and the revised timeframe for completion.
Determining operating guidelines, approaches and modes of operation for the subordinate organization within policy, guidelines and constraints provided by governing laws, the Office of the Secretary of Defense (OSD) and DCSA and OCI policies.
The incumbent manages on a day-to-day basis, staff actions, planning and program development and execution, automation efforts, facility and support issues.
Serving as senior technical expert in multidisciplinary fields of CI and related subject matter areas as they pertain to DCSA mission areas. Assembles collaborative teams for examining highly complex analytic and production effort.
Reviewing and assessing substantive products for technical accuracy and the coordinated requirements fulfillment of the various analytical teams.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Working knowledge of the concepts of strategic counterintelligence functions of; investigations, operations, collections, production and functional services as well as the missions of counterintelligence activities as they support research and technology protection, infrastructure protection and counter espionage.
Specifically you will be evaluated on the following competencies:
