You will serve as a SUPV SHIPBUILDING SPECIALIST in the Quality Assurance Department of SUPSHIP GULF COAST.
Duties
You will develop, establish, and promulgate policy and plans, including organization, staffing determination, acquisition, and allocation of manpower, fiscal, and equipage resources.
You will coordinate, manage and direct personnel resources within the department required to perform the assigned mission of contract administration for repair, conversion and construction of Navy ships at assigned contractor facilities.
You will handle quality control related to the construction, conversion and repair of contract administration.
You will be responsible for overall establishment, develop and interpretation of quality/engineering standards and technical requirements of process involved in all areas of shipbuilding.
You will evaluate welding and structural methods, material processes practices and equipment, priority policy guidance and controls of the process control.
You will investigate quality of work and provide technical assistance to contractors on problems associated with shipbuilding new construction, conversion and repair.
You will resolve complex quality, engineering and contract administration issues for which there is no clear cut government policy.
You will participate in staff conferences.
You will provide technical and administrative supervision to assigned personnel.
You will evaluate the work performance of subordinate employees, advising, counseling, and instructing them while executing disciplinary actions as necessary.
You will provide expertise in analyzing directives from higher authority, prepare plans for executive directives and prepare correspondence, instructions, and directives in final form relating to the overall operation of the department and activity.
You will conduct comprehensive studies and analysis of utilization of resources and personnel management problem areas and provide the management with recommendations to these problems.
You will train personnel in matters pertaining to all methods of nondestructive testing, magazine sprinkler installation and operation, and shipboard electrical cableway installation and inspection.
You will manage the department EEO (Equal Opportunity) program, taking action when needed and advancing awareness and appreciation of the program.
You will plan and conduct special investigations, carrying out special projects and assignments, including those areas requiring training, certification, and qualification.
You will collaborate with QA leadership to maximize alignment with and effectiveness of the quality management program.
You will manage the collection, storage, and timely retrieval of vast quantities of inspection records and data for use in weekly metric reports, trend analysis and investigation of quality issues.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing resources and ensuring quality control over contracting activities to provide technical assistance or problem solve issues associated with shipbuilding projects, repairs, or construction for the resolution of quality, engineering, or contract administration issues.
