This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP). The incumbent will work with states, tribes and communities in their efforts to develop and implement effective and coordinated prevention and intervention programs and to improve the juvenile justice system to create safer communities and empower youth to lead productive lives.
Duties
Works with states, tribes and communities in their efforts to develop and implement effective and coordinated prevention and intervention programs and to improve the juvenile justice system to create safer communities and empower youth to lead productive lives.
Completes the end-to-end grants and/or cooperative agreement administration process. Maintains a portfolio of awarded grants and cooperative agreements and works with awardees to ensure all required reports and deliverables are submitted in the timeframe specified by the terms and conditions of the grant or agreement. Analyzes, prepares, and distributes financial, performance, and administration reports used in the management of grants and agreements. Tracks trends and patterns, including statistical analysis, of awardee performance.
Serves as a subject matter expert in juvenile justice system, child protection, youth-focused and youth victimization programs and issues.
Serves as a liaison to stakeholders in the area of grant management to promote practices that are compliant with applicable statutes, regulations, best practices, specific program emphases, and other organizational objectives.
Designs and/or develops grant solicitations for grants and/or cooperative agreements. Reviews and analyzes grant applications and evaluates potential results in terms of program objectives, policy conformance, and resources required.
Serves on technical review panels as an expert in the review and evaluation of grant and/or contract proposals that relate to: (1) development of training, technical assistance and other resources on a broad range of services and practices related to juvenile justice systems, youth violence, juvenile delinquency, and youth victimization; and/or (2) administration of projects that propose to provide direct services to youth.
Serves as a technical expert in the evaluation of applications for complex discretionary and/or formula grants and/or cooperative agreements. Makes award decisions within the limits of delegated authority. Provides assistance to applicants on the grants award and funding process.

Qualifications
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Identifies gaps in grant management policies, procedures, practices, and documentation; suggests feasible methods to address identified concerns; and implements improvement recommendations related to juvenile justice, youth-focused programs, child protection, and/or an associated field.
Designs and/or develops grant solicitations for grants and/or cooperative agreements related to juvenile justice, youth-focused programs, child protection, and/or an associated field.
