This position is located in the Working Capital Fund Division, (WCFD) Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer for Financial Policy and Planning (ACFO-FPP). Incumbent will assist Working Capital Fund activity centers in the development and formulation of the assigned operating budgets as well as review and bill the income recovery methodology for services assigned. .

Duties

Plans budget actions and tasking related to budget formulation, budget execution and mission workload management. Formulates, forecasts, and executes multiple funding sources to carry out authorized activities of Departmental Staff Offices. Interprets comprehensive department, federal, and congressional budgetary regulations. Reviews budget proposals and issuances for variations that may alter the design of the Department's financial management system. Serves as liaison between major activity directors and their representatives, and other staff officers connected with the budget process. Reviews financial management operations for compliance with policies, procedures, and internal controls.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level or pay band in Federal Service or equivalent experience in the private or public sector private sector/pay systems equipped you with the particular competencies to successfully perform as a Supervisory Financial Management Specialist. Specialized experience is defined as: 1) Experience in developing budgets using OMB Guidance's and practical application to develop and assess cost methodologies; 2) Experience using accounting standards and practical application in producing financial reports; Applies analysis techniques to program data expressed in financial terms, which includes a detailed review of budget requirements; 3) Experience in reviewing budgets using OMB Guidance's to evaluate and assess the impact of budget to the Organization program objectives; and 4) Experience using automated systems and software functions to produce budget reports and spreadsheets in complex formats. OR Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as any field of study (Note: You must attach a copy of your transcript). OR Have an equivalent combination of successfully completed specialized experience and higher-level graduate education described above that makes up 100% of the qualifications required for the position. Combining Education and Experience: Have successfully completed combinations of successfully completed higher-level graduate education and experience may be used to meet total qualification requirements for the grade level specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Note: You must attach a copy of your transcript) TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. For this position, applicants must have 52 weeks of service at the GS-09 grade level for consideration for the GS-11 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
