This position is located in the Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer (ACFO), Transparency and Accountability Reporting Division (TARD) in Washington, D.C.
The incumbent will supervise and perform analysis and develop strategic approaches to matters related to monitoring and tracking and reporting of financial activities as well as provide advice and guidance to management on transparency, accountability and data quality activities.
Duties
Serves as a technical authority on budget and financial management matters, directing agency personnel in budget formulation and/or execution activities for complex organizations and substantive programs.
Supervises and performs analysis and develop strategic approaches to matters related to monitoring and tracking and reporting of financial activities.
Serves as a project leader, coaches and participates in government-wide efforts to improve financial management systems, and develops the related quality assurance policies, goals and objectives for the Department.
Manages and supports data collection requirements and needs through data collection tools including reporting spreadsheets, databases and web- based data portals.
Serves as an expert on USDA’s financial reporting tools, by developing proposals for solutions on difficult financial management problems and identifying trends.
Ensures that the agency head and Department’s decision makers receive financial information and reports that are accurate, complete, consistent, relevant, timely and comprehensible.
Requirements

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period, unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
GS-14:One year of specialized experience, equivalent to the GS-13 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped you with the particular competencies to successfully perform as a Supervisory Financial Analyst: Such experience includes: 1) Managing budgets and funding formulation; 2) Justifying and executing funding appropriations; 3) Managing federal budget and appropriations processes, applying laws, regulations, policies and procedures governing administrative appropriations; 4) Communicating fiscal matters to staff office leadership; 5) Analyzing and validating financial
data, and drawing and recommending conclusions; and 6) Making recommendations on internal controls procedures.
Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-13 is required to be eligible for the GS-14. Time-in-Grade requirements must be met by the closing date of the announcement.
