You will serve as an Intelligence Specialist (Data Sharing Subject Matter Expert) in the Technology and Innovation Directorate (N6) of OFFICE OF NAVAL INTELLIGENCE located in Suitland, MD. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

Serves as the Data Sharing Subject Matter Expert (SME) to the Assistant Director of Information Management (N63) within the Office of Naval Intelligence, Technology and Innovation Directorate (ONI N6). Advises the N63 in the identification of emergent and out-year data sharing requirements and directives as it relates to ONI Intelligence and corporate data acquisition, storage and dissemination. Has direct management and oversight of day-to-day enterprise architectures and data management operations, and develops reports on ONI conformity to intelligence data audit, security, and collection, publication and dissemination standards. Provides direct support and subject matter expertise to the N63 in managing information as a resource by designing and installing techniques and processes to create, protect, and use known information. Assists and advises the N63 on data and information structural designs that support transition of strategic vision into well-grounded, actionable blueprints for design and technical implementation. Oversees ONI Production and Dissemination Information Technology requirements and capabilities in collaboration with ONI N2.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.
  • This position has been designated as a Cyber IT/CSWF position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing extensive experience in data strategy and/or information management; 2) Leading projects and tasks that incorporate data collection and analysis to develop new insights; and, 3) Providing technical and other professional guidance and recommendations to command leadership and staff.
