This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs (OSORA), Issuances, Records and Information Systems Group (IRISG). As a Supervisory Records and Information Management Specialist, GS-0308-14, you will be responsible for the development, implementation, and evaluation of information technology (IT) solutions to improve the effectiveness of OSORA's business processes.

Duties

Ensures that CMS personnel are knowledgeable and kept current about records management principles and requirements, and that they receive records management training appropriate to their needs. Assures conformance to the rules, regulations, and policies of NARA, DHHS, OMB, GSA, and CMS for all records and Essential records maintained by the Agency. Work closely and proactively with the Office of General Counsel (OGC) to ensure that records/information assets are managed to ensure government accountability, to protect the interests of the public, and to mitigate records-related litigation risks. Develops and implements records management standards, policies, and procedures to ensure CMS records management program is current. Maintain centralized programs for records reproduction of documents and other records management materials.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Develop standards and controls for IT improvements within the organization to ensure the electronic records mission is met., 2) Provide direction, approval, implementation, and evaluation of policies for records management program or functions., 3) Manage cross-collaboration work groups, project management, and implementation efforts to support agency stakeholders., AND 4) Serve as a records management subject matter expert. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
