This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs (OSORA), Issuances, Records and Information Systems Group (IRISG).
As a Records and Information Management Specialist, GS-0308-14, you will serve as the primary point of contact and principal adviser to the Agency for the CUI program, and OSORA/IRISG budget and contract planning and coordination.
Duties
Oversees the implementation of significant changes to current program operational methods to transition legacy information security processes to new CUI standards.
Develops Agency-specific policies and procedures related to Controlled Unclassified Information.
Oversees the dissemination and assignment of actions consistent with office responsibilities and access policies.
Represents the Agency at interagency meetings as the appointed CUI Program Manager and in dealings with high-level officials within the Agency, other governmental entities, foreign governments, the general public, and legal counsel.
Establishes an internal oversight mechanism and associated performance measures to promote consistent CUI practices.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Advising leadership on complex administrative issues such as strategic planning, human capital analysis, budget execution and administration, acquisition and contract actions, and office operations.
2) Experience in managing and overseeing the implementation of Controlled Unclassified Information (CUI) in accordance with applicable laws, regulations, and government-wide policies; including, but not limited to: 32CFR2002 and NIST-800-171.
3) Knowledge of agency CUI program implementation, including, but not limited to internal and external stakeholder engagement, policy development, and program advocacy.
4) Knowledge of CMS budget formulation and expense tracking practices..

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
