The Emergency Management Specialist for Operations is responsible for ensuring the operability of the House Operations Center and emergency equipment, systems, capabilities, and procedures for the Office of the Sergeant at Arms (SAA), Emergency Management Division (EMD).

Duties

The Emergency Management Specialist for Operations maintains the operational aspects of the SAA, EMD mission, including checklists, job aids, and reference documentation, and coordinates with other House organizations, Congressional entities, Federal agencies and private sector entities. Duties Include: Supports the readiness and maintenance of the House Operations Center, including the functionality of all equipment, systems, databases, and other technology platforms (e.g., audio/visual, iPads, monitors, computers, and radios, communications equipment, etc.). Updates and maintains operations center checklists, standard operating procedures (SOPs), concepts of operations (CONOPs), etc. Responsible for the management of select databases and software solutions, including ensuring the timely execution of software updates and troubleshooting to ensure operability. Supports the development of emergency management Special Event Support Plans. Supports various program areas, including, but not limited to Information Management and Common Operating Picture (COP) tools (e.g., WebEOC, ArcGIS), Mass Notification Systems, Accountability, Continuity of Operations (COOP) kits, Communications equipment, Critical Infrastructure and Key Resources, and Emergency Transportation. Researches and proposes solutions for enhancing operational equipment and solutions (i.e., emerging technology, new software solutions, new equipment for personnel, etc.). Reviews and analyzes reports, documents, project trackers, event calendars, and shares information with applicable staff. Attends meetings and shares key takeaways with applicable staff. Supports development, readiness, and implementation of the House life safety and continuity programs, including support to projects, exercises, and special events, as needed. Coordinates with appropriate Congressional staff, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to emergency management and continuity. Serves as a watch officer in the House Operations Center Duty Program; 1-4 days per month. Available for recall 24/7 to deploy to support emergency management and continuity efforts. Conducts extensive coordination with senior House personnel, Executive Branch, and/or other Legislative Branch agency points of contact. Manages multiple projects and programs without continuous oversight and direction. Assists the Director, Operations and Plans and Program Manager, Operations with special projects. Analyzes, reports on, and provides guidance on program budget, strategy, and program management initiatives. Acts as the Program Manager, Operations in their absence, as directed. Performs other duties as assigned. Knowledge, Skills, and Abilities: Strong technical knowledge, ability to troubleshoot technical issues: equipment, software, system interdependencies, etc. Ability to thrive when there is ambiguity, remain composed when there are priority and deadline fluctuations, and withstand the tests of a rapidly changing environment with resilience and resolve. Familiar with developing and executing operational checklists, SOPs, CONOPs, events support plans, etc. Familiar with the functionality and use of Common Operating Picture (COP) tools, including WebEOC, ArcGIS, and information management systems. Familiar with the operation and functionality of alert and notification systems. Knowledge of functionality and operability of communications equipment and systems (secure and nonsecure). Knowledge and understanding of the National Incident Management System (NIMS). Knowledge of national policies, best practices, and planning in Emergency Management and/or Continuity. Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues. Knowledge of principles, concepts, and methods associated with the development of strategies and objectives of an emergency management program. Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems. Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.). Refined and proficient communication ability. Strong organizational skills. Ability to manage multiple tasks simultaneously. Ability to operate a passenger vehicle and possess a valid driver's license. Work Schedule: Full-time, permanent. Monday - Friday 8:30 a.m. - 5:00 p.m. May be required to work outside of normal business hours, when necessary, evenings and weekends may be required. Must be available for recall 24/7 to deploy and support emergency management and continuity efforts.

Requirements

Qualifications

Bachelor's degree and some emergency management, continuity of operations and/or project/program management experience. Must be able to obtain and maintain a Top Secret and SCI security clearance.
