About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.
Duties
Responsible for formulation, presentation, and execution of the annual operating budget.
Plans, directs, and executes actions required to formulate, develop, coordinate and implement policies and guidelines governing the designated funding appropriation portion of major programs.
Monitors the use, rate of expenditure and execution of the approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner.
Responsible for execution of funds through General Fund Enterprise Business System (GFEBS) and Logistics Modernization Program (LMP)
Maintains/updates records of obligations and expenditures in database for assigned programs.
Advises program managers and other interested parties on the status and availability of funds in different budget accounts and all aspects of the command and installation budget process which apply to their programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet Practitioner requirements for BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) certification within 60 months as of entrance on duty.

Specialized experience is defined as performing ALL of the following duties: 1) Executing funds according to fiscal law, regulations, policies, and/or procedures for the organization; 2) Monitoring obligations of funds against budget to ensure expenditures are within the amount allocated; 3) Preparing a variety of reports about the status of funds, expenses, and obligations for budget request. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
